Capuzzi Consulting Group staff served as Task Manager / Technical Expert (Matt Capuzzi) responsible for the traffic signal modifications, railroad preemption design, and lighting for this project on Harbor Drive in San Diego. Matt proposed an innovative design at the signalized intersections to enhance safety for people riding bikes. The design required approval of a Request for Experimentation from the California Traffic Control Devices Committee and FHWA. The experimental design included LPIs for bicycles and pedestrians and a flashing yellow right turn arrow along with a “Yield to Bicycles and Pedestrians” sign to enhance awareness of drivers turning right across the two-way Class I path. Our staff assisted with the extensive coordination required between BNSF, MTS, CPUC, the City of San Diego, and the US Navy. Our staff also completed railroad preemption analysis and calculations in close coordination with SANDAG and MTS. This project received the 2023 WTS Alternative Modes & Active Transport Award.
