Capuzzi Consulting Group staff served as Project Manager (Matt Capuzzi) and lead Project Engineer (Forrest Baker) for all phases of this complex project (PE, PA&ED, Permitting, and PS&E). The project started with the preliminary engineering (PE) phase (funded by the Port of San Diego). Key tasks during the PE phase included right-of-way determination, stakeholder coordination, design vehicle turning movements evaluations, and preparation of 30% design plans. The next step was to secure funding, which was completed efficiently with the first application that was submitted for $5.4 million through ATP Cycle 4. A second successful ATP application for $2.1 million was funded through ATP Cycle 6. After funding was secured, Matt led the team through the NEPA approval process, the CEQA clearance (included in the National City Bayfront Master Plan EIR), the right-of-way acquisition, permitting and agreements phase, and the PS&E. The project crosses through the right-of-way of various agencies, including Caltrans (Encroachment Permit, DSDD, and EPE), BNSF (C&M Agreement, GO 88-B, and easement agreements), MTS (C&M Agreement), the Port of San Diego (easements), and SDG&E (easements). A Coastal Development Permit (through CCC) was also required, along with mitigation measures for the improvements adjacent to Paradise Marsh. All agreements and easements were secured in 2023 ahead of the grant funding deadline.
